Compassion and Social Responsibility: Cornerstones of Public Service and Extension in Higher Education

Traditionally, higher education institutions have three main mandates: teaching, research, and service or extension. The recent push for internationalization, however, highlights research and teaching more than service. Major ranking agencies like the Quacquarelli Symonds and the Times Higher Education do not include service as an indicator in their rankings. Even the normative funding formula of the Commission on Higher Education for state universities and colleges allocates only five (5) percent to extension services while allocating thirty (30) percent for teaching and fifteen (15) percent for research (DBM CHED Joint Circular No. 2, s. 2004). This does not mean, however, that service does not benefit from research and teaching. Extension and public service are derived and greatly benefits from the expertise of those who do research and teaching. There is a need, however, to ensure that service/extension is properly recognized and supported as a mandate.

The University of the Philippines, through its System Committee on Public Service led by the Office of the Vice President for Public Affairs, organized the 1st Colleges and Universities Public Service Conference in UP Cebu for Visayas and Mindanao on 16-17 November 2015 and in UP Open University for Luzon on 26-27 November 2015. The aim of the conference is to provide a platform to effectively harness teaching and research for extension and public service, to provide a venue for scholarly discussions on lessons and best practices for continuous improvement, and to document innovative initiatives that highlight higher education institutions’ social responsibility and compassion. The 2nd CUPSCon, which will be held in UP BGC and UP Cebu, aims to continue and institutionalize the conference. For 2017, the main thrust is the manifestation of compassion (malasakit) in the public service/extension initiatives of higher education institutions.

 


Topics for Papers

The CUPSCon is open to all disciplines with community engagements and public service initiatives, especially to those touching on themes such as:

  • Service-learning
  • Student engagement
  • Public service monitoring and reporting systems
  • Knowledge- driven volunteerism
  • Linkages of the university with communities, civil society, industries, and government
  • Impact measurement of engagements

 


Submission of Proposals

Kindly submit a 300-word abstract containing the following details:

  • Brief description and rationale of the policy/program/project
  • Objectives of the initiative
  • Activities undertaken, ongoing efforts, and prospects
  • Outcomes and achievements

Registration Fees

Accepted presenters must register on or before 31 October 2017. The registration fee is PhP 2,500.00 and shall cover the cost of conference materials and meals (lunch and snacks) for two days. Accommodation will not be included. Account details for registration are to follow.
