Nominations shall come from the UP units, administrative staff, REPS, faculty, and student organizations.
The public service initiatives (programs, projects, activities or PPAs) of the units, personnel, and student organizations must be associated with the University of the Philippines. They must be officially implemented and reported to relevant offices (e.g., registered under the Research and Extension Office or Office of Student Activities, directly funded by the university, indicated in travel authorities, certified class activity such as those under NSTP or academic courses).
To be eligible, the project must be associated with at least one University of the Philippines Constituent University (UP CU) unit. The initiative should be recognized as an integral part of the CU’s activities, including efforts from its staff, faculty, Research, Extension, and Professional Staff (REPS), or student organizations. Initiatives lacking connection or affiliation with a UP CU will not qualify for the award.
The public service initiatives from 01 January 2022 to 30 June 2025 shall be eligible for nomination. These initiatives shall have already made significant contributions or impacts within the period. Newly launched programs, projects, or activities (PPAs) may be considered. Continuing PPAs (launched earlier than 2022) with significant milestones during the time period are qualified.
For initiatives in partnership with the private sector and HEIs, UP’s (individual or institutional) role as primary implementer shall be clearly defined. Consultancy services (for government or private sector) may be considered provided that the consultants represent themselves in their capacity as UP personnel (faculty, administrative staff, REPS).
Nominees must be clear of any ethical or legal violations. Initiatives with research components such as ‘Research as Public Service’ must have clearance from their ethics board. Completed PPAs involving public funds must have a clearance from the accounting office indicating that they have no unliquidated funds or cash advances.
There is no limit on the number of nominations. CUs can nominate multiple public service initiatives led and managed by key individuals, units/offices, and/or organizations affiliated to the CU.
